Letter of Understanding for the Norwich Cluster

1. Purpose and Structure of the Co-East Plus
Co-East Plus will build on the success of the Co-East
partnership, established as a result of DCMS/Wolfson funding,
by extending the benefits of Co-East to the broader library and
information sector within the East of England.
Co-East was the
first initiative of its kind to bring together public library services
within one region to explore innovative ways of sharing library
and information resources. Co-East Plus will be a project with
practical and demonstrable outcomes, which will ultimately
benefit library users in all sectors within the East of England.
This Project will bring together the resources of the library and
information sector within this region, including those within the
public library, HE and health libraries sectors, and will begin to
develop the capacity to enable other partners, in museums and
archives, to participate in resource sharing in the longer term. In
addition, Co-East Plus will offer a strong regional network within
which the British Library's products and services can be
accessed by a whole range of potential users, alongside content
with a firm regional flavour.
Co-East administers the Co-East Plus bid, and the project is
directed by a Steering Group. The Co-East Plus Norwich
Cluster is headed by a Project Officer, and will include a
representative from each of the participating institutions (UEA,
NCC, Norfolk Public). There will be Technical as well as Policy
meetings (frequency to be set by the Project Officer and
Cluster), and a period of staff training on a demonstrator
towards the end of the project.
2. Obligations of Co-East, the Lead Partner, towards the Co-East
Plus Norwich Cluster (see Attachment 1 for specific
roles/responsibilities)
Co-East will:
Provide the appropriate level of project management and
direction, including the appointment of a Project Officer,
Internet Gateway Editor, and Project Support Assistant
Arbitrate, in consultation with the Cluster partners and the
Steering Group, in partner disputes
Ensure the implementation of the Consortium business
plan
Deliver aspects of the Consortium business plan as
specified
3. Obligations of the Cluster Partners towards the Co-East Plus
Norwich Cluster (see Attachment 1 for specific
roles/responsibilities)
Deliver aspects of the Consortium Business plan as
specified,
Co-operate with other Cluster Partners, in the
development of and in accordance with the Cluster
Access Agreement,
Participate in the direction of the Project through Cluster
Group activities, both Technical and Policy, as well as
Steering Group activities.
4. Disputes and Arbitration
Any dispute arising within the Cluster, and which cannot
be resolved by the Cluster, will be referred initially to the
arbitration of the Lead Partner and the Steering Group. If
the matter is still unresolved thereafter, the dispute shall
be referred to the arbitration of a single arbitrator to be
agreed by the parties or in default of agreement to be
appointed by the Lead Partner.
