Co-East Plus Steering Group

Terms of Reference
Context: The Co-East Plus project brings together the resources of the library and information sector within the East of England region, including public, FE, HE, and health libraries. Through a local pilot cluster in Norfolk, the project will establish a model for a regional interoperable resource-sharing network which will not only deliver single integrated searching of resources across a range of library catalogues, but will also provide access through electronic interlending protocols. The resources to be delivered by the Plus model will include the British Library’s products and services, making them available to a range of potential users.

Co-East Plus Critical Outcomes:

  • Creation of a ‘proof of concept’ integrated search interface demonstrator, facilitating resource discovery in the Norfolk Cluster of Libraries: University of East Anglia; Norfolk Library and Information Service; City College Norwich; Norfolk and Norwich Hospital Trust; Norwich Research Park Libraries. Work will also progress on the development of interlending interface and protocols, with some testing of the protocol.
  • Costed Technical proposal and Scalability pricing structure which would prove the technical and economic sustainability of the proposed model
  • An Interlending Access Agreement, which could serve as a model for other clusters. ‘Access’ would be defined as an interoperable electronic interlending service, primarily of print materials, among the Norfolk libraries. Library staff would mediate the interlending process.

    Co-East Plus Steering Group purpose:

  • Providing the strategic direction of the development of Co-East Plus
  • Monitoring progress against the Project Plan
  • Monitoring the quality assurance process
  • Approving project plans and outcomes, partner agreements, evaluation criteria, and other project activity
  • Providing advice and support for sustainability and future funding.
